Temporarily it s ok but you don t want to have something made of rubber wet with wd40 for a long period.
Most liquid dish soaps contain phosphates which attack aluminum.

Non latex based synthetic rubber is probably entirely ok however but check the specifications to be sure.
I would still be surprised if wd40 could compromise a modern tire any faster than normal use best one so far on this thread is ky because its water soluble inert and slick enough to get the job done.
You should not use wd 40 on rubber or plastics.
From what i have learned wd 40 is made from fish oil.
